Rules and Regulations

Preamble

Ludrong Training Institute (LTI), is established as a small private initiative to support capacity development of the Bhutanese population. The size and capacity of LTI may never be in hundreds, however, to ensure that we have a conducive environment for teaching and learning the Institute Rules and Regulations 2021 is framed.

The rules and regulations will also facilitate smooth functioning of the Institute and to facilitate an enabling environment to the trainees for their observance.

The institute wishes to instill virtues of honesty, integrity, cooperation, sense of responsibility and cleanliness among the trainees, inside the institute as well as outside.

The institute maintains absolute discipline and trainees violating this are liable for severe penalty including expulsion.

The trainee must read the rules and regulations carefully so as to make themselves completely familiar with. Any ignorance of rules shall not be an excuse for any breach hereafter.

General Rules

  • On admission to any course, every trainee submits himself/herself to disciplinary jurisdiction of the management of the institute, the in-charge and other officials of the institute who may be vested with the authority to exercise discipline under this Rules and Regulations.
  • All trainees are expected to observe proper decorum to enhance the image of the institute and to instill Dignity of Labour, hence, follow proper dress code besides upholding the Bhutanese tradition and culture.
  • It is compulsory for all the trainees to attend institutional and national functions /activities organized by the institute or any other agencies whether the function falls on a working day or on holidays. Absence from such functions without valid reasons will invite disciplinary action.
  • Each trainee shall conduct herself/himself, both within and outside the campus of the institute in a manner befitting a trainee of an institute. Trainees shall show due respect and courtesy to all the staff and fellow trainees in the institute and to the visitors.
  • Trainees are strictly forbidden from organizing or attending any unauthorized meeting in the institute, or collecting money for any purpose without the prior written permission of the Head of the institute.
  • Use of mobile phones, music players and any other communication device is strictly prohibited during class/workshop hours and gatherings.
  • Trainees must make all possible efforts to conserve electricity and water. They must switch off lights & fans when they leave the class room/ hostel room, workshop/lab, etc. Trainees must help to keep the institute neat and clean and also preserve environment and maintain the campus.
  • Using chalkboards and projectors in absence of the instructors/teachers and writing comments on the whiteboard/ green board/ blackboard are not permitted.
  • Trainees are not allowed to consume intoxicating substances (tobacco, cigarette, drugs, betel nut substances and alcohol, etc).
  • Trainees are forbidden from possessing any kind of weapons or dangerous items that may be capable to be used as weapons.

Breach of Rules

The following acts shall be considered breach of Institute Rules and Regulations and therefore in the event of any such occurrence, the student shall be liable for disciplinary action.
  • Verbal abuse, foul language, insults, physical or psychological threats or intimidation to other students or colleague or seniors.
  • Theft of any assets belonging to others.
  • Presenting false documents when applying for admission or employment or internships.
  • Performing the assigned duties under the influence of drugs or alcohol.
  • Indecent behavior, including gambling or quarreling in Institute campus, as well as any form of extortion and blackmailing.
  • Refusal to obey to the teachers, supervisors and representatives.
  • Use of foul and inappropriate language in the work environment and Institute premises.
  • Immoral or offensive conduct or encouragement of such conduct.
  • Consumption of Alcohol, abuse of drugs or any restricted substance and Smoking in the institute and its vicinity.
  • Unjustified absence and non-compliance with work/practical shift.
  • Use of non-designated space for consumption of food and drink.
  • Absence without notification of management for 3 consecutive days.
  • Unauthorized use of Institute facilities or premises - unauthorized entry into any Institute    premises or remaining without permission in any building after normal closing hours.
  • Possessing, using or making any key or other means of access to any Institute premises without proper authorization.
  • Furnishing false information to any Institute’s officials.
  • Forgery, alteration, replication, or misuse of any document, record, or identification upon which the institute relies.
  • Failure to return or submit property or records of the Institute within the prescribed time.
  • Failure to cooperate with the investigation, resolution and disciplinary procedures.
  • Influencing or attempting to influence another person to go/act against institute rules and regulations.
  • Violation of the Institute’s technology and network usage and security policy.
  • Sexual advances, requests for sexual favors and other written, verbal or physical conduct of a sexual nature.
  • Taking part in any undesired affairs leading to unwanted outcome during the course of training period.
  • Engage in the formation of groups or meetings for ulterior motives

Dress Code

  • Entry into the campus without proper formal dress shall not be entertained during working days and other important occasions.
  • All shall adhere to formal dress code at all times in the institute (kira, tego, wonju, closed black shoes, gho, lagay and gong, full socks).
  • Neat and short hair for boys and tied hair with bun for girls.
  • Ladies shall use minimum make-up and no bright hair colors.

Leave Procedures

  • Trainees are not allowed to take any kind of leave unless they have genuine personal problems.
  • Students shall seek permission from the lecturer/ Training Coordinator with justified reasons.
  • In the event of students taking a medical leave, they shall get a prescription from the doctor to be produced to the authority.

Additional Notes

  • Notify parents/guardians for any misconduct and emergency.
  • If a trainee who has been already punished for violating rules earlier and breaches again but not the same offence, the next higher level of punishment will come into effect.
  • Repeating the offence after issuing last reminder/warning and suspension will result in direct termination or suspension depending on the seriousness of an offence.
  • Social work as a punishment will be carried out during class hours only unless it is specified in the table above.
